Registry

The registry is the certifier-signed list of robots that have been granted a GRRC certification. It asserts membership, never current validity. Whether a listed robot's certification is valid right now is answered only by verification — each entry links its live-status pointer. The artifact's own timestamp makes staleness visible; a relying party weights an old artifact accordingly, exactly as with the revocation statement.
